The first proverb is literally trying to tell you to not look for trouble. Don’t deal with anticipated problems until it becomes a reality. If it hasn’t happened yet, don’t provoke it because you may only make things worse.
However the latter proverb says that you should always prepare yourself in case of any troubles. Before anything bad happens, you should avoid it from happening by doing as such. There is a Malay proverb which has a similar meaning that goes; Sediakan payung sebelum hujan, which directly translates into ‘Prepare your umbrella before it rains‘.
These two proverbs clearly contradicts each other.
One tells you to not mess with anything unless something bad strikes while,
the other tells you to do something to prevent that bad event from happening.
